| Introduction |
The City of Burlington is seeking letters of interest, qualifications and proposals from North Carolina licensed veterinarians for the operation of the City’s fully equipped 3,000 square foot spay and neuter clinic. The Spay and Neuter Clinic of Alamance County is conveniently located near I? 85/40 on South Church Street in Burlington and serves clients from Alamance County and surrounding counties.
The Spay and Neuter Clinic of Alamance County (SNCAC) has been in operation since 2010, with the goal of reducing the number of unwanted pets admitted at the animal shelter each year. There has been much success in reaching this goal and the city seeks to continue to grow the numbers of pets sterilized through a partnership with a private practitioner and further reduce pet homelessness in the community.
The clinic expanded operational hours from two to three days per week to meet growing demand for services in 2013 and since then the demand for services has continued to grow. Business demand is present to support operations 5 days per week.
Scope of Contract
The City is open to considering all proposals from practitioners including those that that vary from our current operational model. However, the primary scope of service must remain a low-cost, high volume (performing =/> 3,500 sterilization procedures annually), high quality spay and neuter clinic. Other basic wellness veterinary services may also be offered to patients.
The selected veterinary contractor will be responsible for establishing and maintaining ownership of the veterinary practice and necessary licensing, surgical and support staffing, supplies, and direct oversight and management of day to day clinic operations. The contractor will ensure operations are consistent with and meet or exceed current industry standards and best practices for high? volume, high?quality, low cost spay neuter as recommended by the Humane Alliance and the Association of Shelter Veterinarians Guidelines for Spay/Neuter.
They City will make available on a lease basis to the contractor the existing facility and equipment, certain utilities and maintenance of the building and grounds. The terms of the contract are negotiable.
Submittals will be received until February 3, 2017. The submittal package should be clearly marked “Spay/Neuter Clinic- RFP” and clearly identify the contractor submitting the proposal.
